eBenefits

2006 has been a very eventful year for eBenefits, which has seen the product move from strength to strength into the market leading assisted Benefits eligibility assessment interview tool in the marketplace enabling non expert users to complete Benefit Applications from claimants.

During the first half of the year eBenefits refined its mobile working capability and integration to Northgate V5 allowing the export of information captured during the New Claim interview to be exported, following this the product, which was the core technology of the National eBenefits Project (NBP) led by Rotherham MBC, issued a further major release which included; integration to Document Management Systems whereby all of the documents produced in eBenefits can be exported automatically into these systems, the addition of a High Level Eligibility interview to determine eligibility for 61 National welfare Benefits, the ability to capture the customers signature electronically (making the application of Housing and Council Tax Benefits (HB/CTB) a paperless exercise) and also the introduction of an assisted interview enabling the capture of a claimants Changes in Circumstances and the reporting of these directly into a DMS system.

Alongside these developments Northgate was also working closely with Capita and a consortium of nine of their Benefits Customers led by Amber Valley BC, to provide integration with the Capita Benefits system to provide the same export of information into the Back Office. The successful implementation of this integration using XML Schemas instigated during the NBP and further developed by Northgate has meant these schemas are now becoming the national standard for passing Benefits data, making eBenefits compatible for integration to all Back Office Benefits and DMS systems.

The second half of the year was also just as busy with the release of further enhancements including LHA regulations, Amendments for Scottish sites, the ability to produce output documents in alternative languages and possibly most significantly a Self Serve version of the product, which empowers the citizen to calculate an estimate of their HB/CTB Benefits entitlement and what to do next if they wish to proceed with a claim and what evidence they would be required to present in order to validate the claim.

2007 will be just as busy for eBenefits with many more functional enhancements to be released during the forthcoming year, including: verification of claim evidence capture and export to DMS removing the need to scan documents separately, Pre-population of answers from Back Office enabling reuse of known information with in the eBenefits assessment, and the validation of answers given, Change in Circumstances export to Back Office allowing the reported change to be passed into the benefits system for update, Rents systems integration and the extension of the High Level Eligibility module to provide more in depth assessments on alternative state benefits.

eBenefits starts 2007 with the launch of the eBenefits Self Serve as a Northgate hosted service allowing the Local Authority the satisfaction of knowing that the calculation will be based upon the latest legislation without the overhead of having to apply regular upgrades themselves. The LA can also specify the exact process they want displayed to their citizens and have the LA logo and colour schema applied to the screens.
